Simple monthly full system backup with daily differential backups

I would like to create a full system backup once per month with daily differential backups. This should be a simple setup, but nothing I've tried has worked other than the full backups alone. All the differential backup files are as big as the full backup.
I have the Pro version running on Windows 10. Please provide the steps to perform this setup.
