Cannot Move MSR and Sys Partitions on Single Hard Disk

I am trying to move the location of a partition on my single hard
drive.  I want to change the partition order on the drive (to solve a
problem with Windows 10 Bitlocker).  When I select and right-click the
partition using AOMEI Partition Assistant, the "Move" option is grayed
out.  Why can't I move this partition?  Thanks!  -Bob
